About the Enclavia program |
Serbs living in the enclaves are in extremely unfavorable social, security, economic and political position. Such position is a consequence of limited freedom of movement, lack of inter-community communication, lack of vivid perspective for sustainable economic development, large number of still replaced persons (IDPs), weak media and telecommunication coverage. Moreover Serbs of Kosovo are not high on the agenda of neither Belgrade nor Pristina. Courageous (often young) leaders living in the enclaves who take initiatives to improve community life are affected by distrust and can be victims of intra-community conflict. Moreover there is constant and permanent inter-ethic tension that can escalate into open violent conflicts, as we witnessed in events of March 2004. There are three large Serbian-dominated enclaves in Kosovo: Central Kosovo enclave (Gracanica with surrounding villages), Gnjilane enclave (Eastern Kosovo enclaves) and Strpce (situated in the southeastern Kosovo). Besides above mentioned enclaves, there are plenty of small, isolated Serbian villages, such as: Goraždevac, Orahovac and Velika Hoča, Babin Most and Jugovići, Svinjare, Plemetina and Priluzje, Belo Polje, etc. |

Enclavia Net - will gather local NGOs from Kosovo Serb community which will develop local projects adapted for needs of their respective region and community. Activities will be in same direction, with same overall objective as Enclavia project. We are targeting 4 regions (Gnjilane, Pristina, Strpce and Pec) activities will be as following: Debates: will be organized in different regions of Kosovo with different topics with aim to increase awareness of importance for participation in social processes in Kosovo in order to improve living conditions of Kosovo Serb community and address needs and concerns they have. Trainings: will target the most active and interested participants of debates, as well as those who are willing to give constructive contribution in representation of community needs during lobby visits. The main topic of training was lobbying and self-advocacy. Lobby visiting: Lobby visits are organized to local and international institutions in Pristina and Belgrade in October. The aim of lobby visits is presentation of needs and concerns of Kosovo Serb community, the topics for lobbying are defined throughout course of program activities. The lobby group is formed by the most active participants of entire program. |
